Phil was on the front lines, making trips to Washington, D.C., with his brother to lobby for the permanent authorization of the VCF. Their appeals helped Congress pass the law and extend the deadline for victims and their families until 2090. It also ensured full funding of both the WTC Health Program and the VCF, so money would never run out. This way, victims and survivors, as well as their family members, could obtain the benefits and compensation they deserved.

The application process takes time and a considerable knowledge of 9/11 federal laws and regulations. That is where we come in. To apply for the WTC Health Program, we will obtain specific documentation of your presence in the Exposure Zone between September 11, 2001, and July 31, 2002. The WTC Health Program Exposure Zone includes the area of Lower Manhattan that is south of Houston Street, as well as some parts of Brooklyn, including Brooklyn Heights.
We will also establish that you have a qualifying medical condition or cancer. More than 70 cancers qualify for WTC Health Program benefits—with our attorneys and staff knowing what’s needed to prove the connection between September 11 and your illness.. If you have contracted more than one 9/11 illness or condition, you can seek additional compensation.
In most cases, all that you need to do is attend a physical exam with a WTC Health Program doctor. Our lawyers will handle the rest.
To help approve your claim, we may need to gather proof, interview witnesses, draft affidavits, and prepare a large set of federal forms. We may also need to write legal briefs in support of your claim — with the goal of getting you the maximum compensation. This can help your claim get processed quickly and efficiently, so you can begin receiving the medical coverage and payment of compensation as soon as possible.
Once you receive WTC Health Program approval and certification that your illness is 9/11 related, we can then proceed to file for VCF compensation. Eligibility with the WTC Health Program, however, is not a guarantee of compensation from the VCF.
To qualify for VCF compensation, you must have been present in the VCF Exposure Zone between September 11, 2001, and May 30, 2002.
The Exposure Zone for 9/1 VCF compensation is smaller than the Exposure Zone for WTC Health Program medical benefits.
As such, some clients will qualify for WTC Health Program benefits but not VCF compensation — but it is important to speak with a dedicated 9/11 lawyer to learn how to best qualify for both 9/11 programs. To obtain compensation, you must have been present in Lower Manhattan south of the line that runs along Canal Street. This includes the areas from the Hudson River to the intersection of Canal and East Broadway, north of East Broadway to Clinton Street, and Clinton Street to the East River.

The sooner your file, the faster you gain eligibility. Anyone with a health condition certified by the WTC Health Program over a year ago must register with the VCF by July 29, 2021. So, you must act quickly. This makes it even more important to contact our New York law offices.
Over 300,000 downtown workers, at least 57,000 residents, and more than 25,000 students may still find that they can obtain eligibility and collect an award from the 9/11 Victim Compensation Fund.
