Both programs were created by the James Zadroga 9/11 Health and Compensation Act of 2010 (as reauthorized in 2015). The programs are run separately, but are related in several ways. For example, the findings of the physicians of the Health Program are given great weight by the Victim Compensation Fund in determining the amount of compensation, or whether a claimant is disabled. The findings or the “certification” of diseases/conditions as 9/11-related may also determine whether or not a claim under the VCF was timely filed.
