9/11 Victim Compensation Fund – Coverage
The September 11th Victim Compensation Fund (VCF) provides cash awards to victims of the 9/11 attacks who were present in the “crash site area” between September 11th 2001 and May 30th 2002. See the image below for the general parameters of the “crash site area.”
In addition to the above exposure zone, you may be eligible for treatment and 9/11 victim compensation if you were present near debris removal routes, such as barges and Fresh Kills OR If you were an employee of the Office of the Chief Medical Examiner (“OCME”), even if your actual work was performed outside of the NYC Exposure Zone.
You may also be entitled to benefits if your work involved the repair, cleaning, or rehabilitation of vehicles or equipment, including emergency vehicle radio equipment, that was contaminated by WTC-related debris at or along one of the routes for the transportation of debris, even if your work was performed outside of the green shaded exposure area.
The Fund was “reauthorized” by act of Congress in December 2015 through the Zadroga Act. The VCF began accepting new claims on August 1, 2016, after the new regulations were put in place by the Fund. Today, the majority of new claims involve 9/11-related cancers (over 70 types of cancers are included) for first responders, downtown residents, downtown workers, visitors, and students.
Who Can File Claims
Victims include those injured in the immediate aftermath of the attacks, first responders, downtown workers, downtown residents, and volunteers. Financial awards include pain and suffering money damages, lost earnings and fringe benefits, household replacement services (such as housekeepers, landscapers, etc.), and past out-of-pocket medical expenses for 9/11 related medical conditions (such as health insurance deductibles, co-pays and direct payments for medical services).
