9/11 Zadroga Reauthorization Act of 2015
The James Zadroga 9/11 Health and Compensation Reauthorization Act of 2015 provides two distinct benefit programs:
The September 11th Victim Compensation Fund (VCF)
Provides financial compensation for covered 9/11 related physical illnesses and injuries. The new Fund contains additional funding of $4.6 billion in addition to the $2.775 billion available from the 2011 Zadroga Act, for total available funding for victims of $7.375 billion. The Victim Compensation Fund part of the 2015 Zadroga Reauthorization Act will expire on December 18, 2020. All claims must be filed before the expiration date unless there is another extension. As of September 2016, the Victim Compensation Fund has paid over $1.8 billion in awards to eligible first responders, volunteers, and anyone in lower Manhattan (south of Canal Street) at any time in the nine months after the 9/11 attacks including area residents, workers, students, and visitors. The World Trade Center Health Program (WTCHP)
Provides free medical monitoring, treatment, and prescription medications for physical and psychological conditions such as PTSD – unlike the Victim Compensation Fund that only covers physical conditions. The new program has an additional $3.5 billion in funding and will provide benefits until the year 2090 so that any and all 9/11 victims can receive needed 9/11 related medical care during their lifetimes. The World Trade Center Health Program provides treatment at a number of Clinical Centers of Excellence located in the metro New York. For anyone living outside the metro NY area, free treatment is provided by physicians and other medical providers in a nationwide healthcare provider network managed by LHI (Logistics Health Corporation), a UnitedHealth company that locates treatment providers anywhere in the United States.
